What is a Comprehensive Plan?

A comprehensive plan is the city’s long-term guide for land use, infrastructure, housing, preservation, and community growth. Over time, conditions change — economies shift, infrastructure ages, and resident priorities evolve. Updating the plan allows the community to respond to those changes thoughtfully and to prepare responsibly for the future.

Central City’s 2025 Comprehensive Plan update is still in the public comment stage. Nothing has been decided yet — your feedback will help determine how the plan moves forward. Stay tuned here for further updates about the plan.  

Benefits of an Updated Plan

Responding to Change

Communities evolve. Populations shift, businesses come and go, and infrastructure ages. Regular plan updates make sure our strategies adapt to current conditions instead of relying on outdated assumptions.

Creating New Opportunities

An updated plan provides the flexibility for new infrastructure, housing, tourism, and cultural initiatives that weren’t envisioned in earlier decades. It proposes plans to position Central City to capture growth that benefits both residents and businesses.

Balancing Priorities

Growth and preservation can at times seem like they pull in different directions. Updating the plan allows the community to protect historic character and natural resources while still supporting modern improvements, economic vitality, and enhanced services.

Reflecting Community Voice

Most importantly, updates are a chance for residents and stakeholders to shape the city’s direction. Every update is a renewed invitation to make sure the community’s diverse voices are heard and its values reflected in long-term decisions.

Historic Preservation

The 2025 Comprehensive Plan will not compromise Central City’s federal landmark status. The plan aims to provide more flexibility within the municipal code to allow for architectural diversity, while still requiring new development to adhere to the Secretary of the Interior’s standards for historic preservation.
